Shaping the future of food and drink manufacturing

This report sets out what healthier product innovation, including both reformulation and healthier new product development (NPD), means for manufacturers, and how government can support further progress.

The Government plans to introduce mandatory healthy food sales reporting, requiring large food and drink businesses to report on the healthiness of their sales using the Nutrient Profiling Model (NPM).

The Nutrient Profiling Model (NPM) was developed by the Food Standards Agency in 2004, using a scoring system to indicate whether a food is defined as ‘less healthy’ (HFSS) or ‘healthier’ (non-HFSS). This page explains what the model is, how it is used, and how the proposed changes to the NPM will affect the industry, as well as consumers.

The Government is now proposing to apply the 2018 Nutrient Profiling Model (NPM 2018) to advertising and promotions restrictions, extending the number of products that fall within scope of these restrictions. This report evaluates government’s methodology and identifies the likely impacts of the proposed policy on manufacturers and the wider economy.
